This section can be called Section 5 of the Magic Code
Halloween is October 31st
Every year, all members of the Magic Council, as well as any capable wizards, will, at midnight on October 31st, Halloween, cast a spell at the moon.
This spell shall be voted on by the Magic Council.
If a Magic Council member does not cast the spell, and, if the member is not energy, that member will be automatically resigned from the council.
This spell, cast at the moon, will keep magic going throughout the year. The more wizards who cast it, the more powerful the magic is.
