Halloween Spell

the Halloween spell, made as as of section 5 is Vile Moon Tune.
After the casting of the spell at midnight, magic will be brought back for another year. The percentage of wizards-in-training gaining their new element will depend on the amount of wizards casting the spell at midnight on Halloween.
The Magic Council have to cast the spell or else.
