As defined in section 1 of the Magic Code, The Magic Council consists of 5 members, one of each element. The leader is the one with the element of energy.

They have the power over the Magic Code, new spells, punishments, and basically everything.

Currently, the members are:

Energy: Justin 

Fire: Rob 

Water: Ben

Ground: Jack 

Wind: David
