This section of the Magic Code can also be referred to as Section 1.

There shall be a magic council. The magic council shall consist of one member from each of the five elements: Fire, Wind, Ground, Water, Energy. The one who is of the element Energy shall lead the magic council. The members serve an unlimited term once in office. A new member shall be elected by the other members of the council after acceptance of resignation from a leaving council member. The member with the element of energy can veto anything proposed and enact any new part of code without approval of the other members

The jobs of the Magic Council include

Voting on proposed new code

deciding punishments

whether or not a new spell is to be recorded and activated

record keeping of all spells in a master spell book

distribution of original copies of new spell books

all other things not specifically taken away from them by the code
