Spells that are marked as FORBIDDEN are not to be used under any circumstances unless you have permission from the Magic Council.
Also, you need special permission to use spells marked Final Stage Dark Evolution.
The permission given must me expressly given by writing on a signed document by at least 3 out of the 5 members of the Magic Council.
The Magic Council can grant and/or revoke permission at any time with or without a reason.
There is no appeal process.
