This code can be referred to as section 12 of the Magic Code

A spell is to be added to the official spell book if 4/5 of the current Magic Council agree to add it.

The official spell book is hereby ordered alphabetically.

If a spell which is proposed but not voted on has the approval of at least 2 current council members or 1 current council member and 4 past council members, it shall be known as an Officially Proposed Ever New Spell, or OPENS.

OPENS spells are to be added to the end of the official spell book during its next update. These spells are not to be printed in redistribution of the Official Spell Book.

Although no official update times exist, the Official Spell Book must be updated, if there are OPENS, at least once a month.
