This section of code is also known as section 20.
The fifth element is hereby energy. Energy shall be regarded as the most powerful of the now-5 elements. Fire shall be beneath energy. All other elements shall be considered of equal power. Additionally, Section 1 shall be amended to add energy as a member who leads the others.
